Connect to Server V-MS-9 fire up SQL Server Studio Manager

Connect to V-MS-9

Expand the tables for OMSTE and locate dbState

Right click and do first 200 rows

There should only be two records

Delete the row which contains the machine name in question

Retry License Manager in OMSAdmin

Close SQL Server Studio Manager
